You mean about the 'Bounty Hunting' system? This has been discussed many times and was removed cuz it's a way to transfer credits without e-mail confirmation, so many players were frauded.

This wont be able again, players used it to win visits and to transfer credits.
Like dare said, a lot of players were frauded.
