[Forum] Create the Latvian forum

My Feedback is about the forum today.

We have much players that are supporting the creation of Support - Latvia in forum, cuz Latvia have much players, but without forum yet.

They created a topic in Support - English, but as this is a suggestion to the Game/Forum, i'm creating a topic here, to developers see the player's opinions.
