Surgery button changes place

What is this new preference?
After I click on "Surgery Button", it is changing place on the page. What is the purpose of this application? Can you explain?

And I have another question. After the day 90, Will Warren Buffet gang robb come everyday like Fort Knox or will it come some days rondomly?
